Construction permits drop 14% in early 2025 despite rising project value

July approvals reach 796 permits, supporting over 1,500 new housing units.

Building activity slowed notably in the first seven months of 2025, with data from the Statistical Service showing a 14% drop in construction permits compared with the same period in 2024. Between January and July, authorities approved 4,195 permits, down from 4,879 a year earlier.

For July 2025, the number of permits issued reached 796. These authorizations represented a total project value of €454.9 million and covered 359,100 square meters of building area, which translates into 1,512 new residential units.

Despite the overall decline in permit numbers, the July data pointed to growth in other indicators. The value of approved projects rose by 4.8%, and total floor area increased by 7.8%, while the number of planned housing units also recorded a 4.6% rise.

The Statistical Service also highlighted an institutional change affecting the permitting process. Since 1 July 2024, responsibility for issuing building permits has shifted from municipalities and district administrations to the newly formed District Self-Governance Organizations (EOA). All applications and approvals are now processed through the updated digital platform “Hippodamos.”
