Cyprus wants to become an AI hub. But can we keep the lights on first?

The country wants to lead the Eastern Mediterranean by 2032, but questions remain over funding, infrastructure and who will deliver the plan.

Cyprus wants to become the Eastern Mediterranean’s trusted hub for artificial intelligence by 2032, under a new national strategy that promises smarter public services, higher productivity, and a stronger technology sector.

The draft, prepared by the National AI Taskforce, has been opened to public consultation until Aug. 31. Businesses, academics, technology experts, and members of the public can submit proposals before the government finalizes the plan.

At the heart of the strategy is an ambition to establish Cyprus as a reliable European base for AI-powered services and a technological bridge between the European Union and neighboring countries.

The government says artificial intelligence could help modernize the public sector, support businesses, attract specialized workers, and improve areas ranging from health care and education to tourism, shipping, and financial services.

For residents, that could eventually mean faster access to government information, fewer repetitive applications, and public services better able to anticipate demand. For businesses, the goal is to improve productivity and encourage the development of locally based AI products and services.

The strategy is organized around eight national objectives. These include building a trusted regulatory environment, developing an inclusive AI ecosystem, improving skills, strengthening data infrastructure, and ensuring that AI systems are safe, ethical, and accountable.

But responses submitted during the consultation show that attention is already turning from the size of the ambition to the practical details of delivering it.

Calls for a budget and clearer targets

The draft includes a broad timetable and proposed measures for monitoring progress. However, several contributors have called for a more detailed action plan setting out the required budget, annual targets, funding sources, and the authorities responsible for individual projects.

One submission recommended introducing rolling three-year implementation plans, updated annually, rather than relying on a single roadmap running until 2032. It also called for every major project to have a named owner, specific milestones, and measurable results.

Others said the final strategy should include a clear funding framework showing what will be paid for by the state, what may qualify for European funding, and where private investment will be required.

The concern is particularly relevant in Cyprus, where delays, staff shortages, and complicated procurement procedures have affected previous digital projects.

The European Commission’s 2026 assessment of Cyprus found that the digital transformation of the justice system remained limited, with key projects progressing slowly. Paper-based procedures were still widely used, while some digitalization projects had been abandoned or postponed.

This does not directly determine whether the AI strategy will succeed, but it highlights the administrative and technical challenges the government will need to overcome.

Public-sector AI systems will also require government databases to work together securely. The strategy itself identifies fragmented data, limited specialized computing capacity, and shortages of experienced AI workers as obstacles to wider adoption.

A stronger base than many may think

Cyprus is not starting from scratch.

According to the European Commission’s 2026 Digital Decade report, the country has extensive high-speed internet coverage and a growing start-up ecosystem. About three-quarters of small and medium-sized businesses have reached at least a basic level of digital readiness.

The number of information and communications technology specialists working in Cyprus is also close to the EU average.

However, the commission found that the use of AI among businesses remains slow and warned that this could affect their competitiveness. Gaps in digital skills also remain, particularly among older people and those with lower levels of education.

Cyprus’ small size could offer an advantage. New systems can potentially be tested and introduced more quickly than in larger countries, while established sectors such as shipping, tourism, professional services, and financial services provide areas where specialized AI tools could be developed.

The strategy also seeks to use AI in public services, although the final document will need to show which services will be prioritized and what improvements citizens should expect.

Can the infrastructure support it?

The physical infrastructure needed to support AI has also emerged as a concern during the consultation.

AI systems rely on data centers and powerful computers, which consume significant amounts of electricity and, depending on their cooling systems, water.

One public submission warned that large data centers could place additional pressure on Cyprus’ isolated electricity grid and limited water supplies unless strict rules are introduced.

The contributor proposed restricting the use of drinking water for cooling, requiring energy storage at large facilities and using European supercomputers for the most energy-intensive work.

This raises a broader question about what type of AI hub Cyprus intends to become. The country could focus on trusted services, regulation, research, and specialized applications without attempting to compete with larger economies in building enormous data centers or training the world’s most powerful AI models.
