Cyprus to present six-point Gaza plan to EU Council

Nicosia aims to play ''bridge builder'' between Europe and the Middle East ahead of its EU presidency.

Cyprus is expected to present a “six-point plan” to the European Council today, outlining concrete steps for the next phase of implementing the Gaza peace agreement signed earlier this year at the Sharm el-Sheikh Summit.

The initiative, launched just months before Cyprus takes over the EU presidency, reflects Nicosia’s growing ambition to act as a “bridge builder” between Europe and the Middle East, leveraging its geographic proximity and strong diplomatic ties.

According to diplomatic sources, the plan focuses on reconstruction, humanitarian support, and regional security. It also aligns with key aspects of the U.S. “Trump Peace Plan”, particularly in the areas of rebuilding Gaza and ensuring the safe flow of aid and goods.

President Nikos Christodoulides has already discussed the proposal with European Commission President Ursula von der Leyen and other EU and MED9 leaders during this week’s meetings in Slovenia.

The six points include:

  1. Expanding the Amalthea maritime corridor, in coordination with the UN, the UAE and Israel, to transport and inspect humanitarian aid through the Limassol-Ashdod-Gaza route. So far, 25,000 tons of aid have been delivered, including 3,300 tons between August and October 2025.
  2. Strengthening UN-based inspection mechanisms for the fast and transparent transfer of goods into Gaza.
  3. Creating two-way sea lanes to export rubble and import building materials for reconstruction.
  4. Training Palestinian customs and security personnel at the CYCLOPS Center in Larnaca, in cooperation with EUBAM Rafah, to boost on-the-ground capacity.
  5. Providing logistical and personnel support to the proposed International Stabilization Force (ISF) envisioned in the U.S. peace framework.
  6. Leveraging Cyprus’ regional role as an economic hub to attract investment and generate jobs for Gaza’s sustainable recovery.

Officials stress that reconstruction efforts can only begin once the necessary political conditions are in place, but the plan aims to ensure Cyprus is ready to act the moment that window opens.
