Cyprus’s Anti-Corruption Authority has concluded that senior former government officials may bear criminal responsibility in connection with a major tourism development in Trimiklini that operated for years without proper authorization.
In findings released Friday, the Authority said its investigation into the project known as The Land of Dreams uncovered serious failings by state officials that warrant possible criminal prosecution. The development has reportedly been in operation since 2012 despite lacking the legally required permits.
The report names three former officials: ex–Minister of Agriculture Nikos Kouyialis, former Environment Department Director Kostas Hatzipanayiotou, and former Fisheries Department Director Loizos Loizidis. According to the Authority, their actions, or failures to act, played a decisive role in allowing the project to continue unlawfully.
Based on these conclusions, the Anti-Corruption Authority has forwarded the full case file to the Attorney General, who will determine whether criminal charges should be pursued. Separate referrals have also been made to the appropriate bodies to assess potential disciplinary violations.
The Authority stated that, following the publication of its findings, it will not issue further public comment on the matter.
