US lifts arms ban, giving Cyprus new defense opportunities

Cyprus's National Guard eyes American military equipment to modernize military gear

In a landmark decision, US President Joe Biden, shortly before leaving the White House, included the Republic of Cyprus in key US security assistance programs. These include the Foreign Military Sales (FMS) program, the Excess Defense Articles (EDA) program, and Title 10 security assistance, which provides training and equipment to foreign national security forces. Beyond its political significance, the move eliminates the last remaining barriers to military cooperation between the two countries.

The Republic of Cyprus is proud to have requested two search-and-rescue helicopters from the US Navy’s reserves, which can also be utilized for forest firefighting.

In an article by Kathimerini's Apsotolos Tomaras, Washington's decision effectively marks the full lifting of the US arms embargo on Cyprus. This opens up new opportunities for the National Guard to access advanced military equipment—an especially critical development as efforts are underway to modernize and upgrade its arsenal. While Cyprus may not immediately pivot to US suppliers, the removal of restrictions provides new options for the country’s political and military leadership, particularly through the EDA program. According to K, Nicosia plans to take immediate advantage of this program. In light of this development, K outlines the military hardware currently of interest to the National Guard.

Helicopters and Patrol Vessels

The US first attempted to use the EDA program to supply surplus military equipment to Cyprus in 2015, offering two coast guard patrol vessels. However, the deal fell through due to the embargo restrictions in place at the time. Now, with those barriers lifted, Nicosia has expressed interest in acquiring two helicopters for search-and-rescue missions and forest firefighting operations. It remains unclear whether the US will revive its earlier offer of the patrol vessels.

Special Forces Upgrades

A senior military source who spoke to K emphasized the importance of assessing the situation and determining the next steps. While maintaining a cautious stance, the source highlighted that the National Guard is particularly interested in specific US military hardware to bolster its Special Forces.

One item of interest is the HMMWV, better known as the Humvee—a rugged, multipurpose armored vehicle widely used by militaries around the world. The Special Forces are also seeking advanced night-vision equipment, which would significantly enhance their operational capabilities.

Next Steps

The Ministry of Defence and the General Staff of the National Guard will continue to analyze the new opportunities presented by the US decision. There is speculation that they may explore additional US weaponry to address emerging needs.

By lifting the embargo and enabling access to advanced military resources, the US has not only strengthened its defense ties with Cyprus but has also provided the island nation with new tools to enhance its national security.
