Cyprus public sector workforce edges above 55,000 in March 2026

Overall employment sees marginal annual rise despite declines in civil service and security forces.

In March 2026, the number of people employed by the Cypriot government rose slightly above 55,000, reaching a total of 55,367. This represents a modest increase of 42 employees, or 0.1%, compared with March of the previous year.

Data from the Statistical Service of Cyprus shows mixed trends across different sectors. Staffing levels in the civil service and security forces both declined, by 0.8% and 0.7% respectively. In contrast, the education sector recorded growth, with employment rising by 1.8%.

Looking more closely at contract types, the most notable increase was among employees on open-ended (indefinite) contracts, which grew by 1.7% compared to March 2025. Meanwhile, the number of workers on fixed-term contracts dropped by 2.0%.

Within specific services, the education sector saw a sharp rise in indefinite contract positions, increasing by nearly a quarter (24.9%). On the other hand, the most significant decline occurred in the security forces, where fixed-term positions fell dramatically by 85.9%. This drop is largely explained by the expiration and non-renewal of certain temporary contracts that ended in July 2025.

Overall, for the first quarter of 2026, the average number of public employees showed a small year-on-year increase of 0.2% compared with the same period in 2025.
