Cyprus requires all organizations to accept digital documents via ''Digital Citizen'' app

Government confirms that digital IDs and driving licences shown through the app carry the same legal validity as physical copies.

All organizations in Cyprus are required to accept official documents presented through the government’s “Digital Citizen” mobile application during in-person interactions with the public. The reminder was issued by the Deputy Ministry of Research, Innovation and Digital Policy, which urged institutions to ensure they are fully prepared to recognize these digital documents.

The ministry emphasized that documents displayed through the Digital Citizen app carry the same legal validity as their physical versions when used within the Republic of Cyprus. As a result, individuals may present their documents on their mobile device instead of showing printed or plastic versions during identity checks or other verification procedures, including driving licence inspections. Refusing to accept a document in digital form is considered equivalent to refusing the physical document itself.

The Digital Citizen application is the Cypriot government’s official mobile platform that allows users with a CY Login account to store and display certain public documents digitally on their smartphones.

Currently, the app supports digital versions of several key documents, including:

  • Identity Card
  • Driving Licence
  • Vehicle Roadworthiness Certificate (MOT)
  • Fan Card

Authorities plan to expand the system during 2026 by introducing additional documents and new features, including documentation related to foreign nationals.

The ministry also highlighted the app’s cross-border integration with Greece’s Gov.gr Wallet, which has been in place since May 2025. This connection allows authorities in both countries to verify the authenticity of digital documents issued through their respective systems. As a result, Cypriot citizens visiting Greece can present their digital ID and driving licence through the Digital Citizen app, while Greek citizens can use the Gov.gr Wallet when presenting documents in Cyprus.

To verify a digital document’s authenticity, officials only need to use the Digital Citizen application itself. The ministry clarified that no additional equipment is required and that the verifying officer does not need to log in through CY Login to perform the check.

The Deputy Ministry again called on public and private organizations to take immediate steps to ensure compliance, so that digital documents presented through the Digital Citizen app are accepted in all face-to-face transactions with citizens.
