The suspended mayor of Paphos, Phedon Phedonos, is expected to face a formal indictment in the coming days in connection with a rape investigation that has been examined by authorities. The development follows the assessment of evidence collected by police investigators and reviewed by Cyprus’s Legal Service.
Around one month ago, Phedonos gave a statement to investigators while being questioned in relation to the case. Since then, prosecutors have evaluated the evidence gathered during the investigation and reportedly concluded that there is sufficient material to establish a prima facie case. As a result, the Legal Service instructed the Police to proceed with filing the case before the courts.
Allegations classified as serious felonies
According to available information, the indictment will include several serious criminal offenses categorized as felonies. The most serious allegations involve rape and sexual abuse, both of which carry the possibility of life imprisonment if a conviction is secured.
Legal sources point out that Article 144 of the Criminal Code, which defines the offense of rape, allows for a maximum sentence of life imprisonment. The same maximum penalty applies to the offense of sexual abuse.
Authorities believe the testimonies gathered during the investigation provide enough grounds for the case to proceed to court. At the same time, the presumption of innocence remains in force, meaning that any accusations must ultimately be proven beyond reasonable doubt during the judicial process.
Testimony central to the case
The statement given by the individual identified as the alleged victim is considered a key component of the case. However, officials say the investigation does not rely solely on that testimony. Reports indicate that investigators have also obtained additional statements supporting the main allegation, as well as corroborating testimony from other individuals.
The evaluation of these testimonies is expected to play an important role as prosecutors attempt to demonstrate the case in court.
Legal procedure moving forward
Following the Legal Service’s instructions, police are now preparing the formal indictment and moving ahead with the filing of the case. As part of the process, Phedonos is expected to be summoned again so that the charges can be formally presented to him in writing.
He will then receive the indictment and appear before a court, where the case is expected to be referred to the Criminal Court for trial. During the same proceedings, authorities may also request the imposition of certain restrictions aimed at ensuring his presence during the judicial process.
Origins of the case
The matter first gained public attention about 12 years ago, when businessman Theodoros Aristodemou publicly referred to Phedon Phedonos as a “rapist and extortionist” during a live broadcast on the state broadcaster RIK. Despite the seriousness of the allegation, a full investigation was not conducted at that time.
The case was revisited more recently, leading police to collect a statement from Aristodemou and later from the individual claiming to be the victim. After reviewing the investigative file, the Legal Service decided that the case should proceed to court.
Phedonos has denied the allegations. In public statements, he has claimed that the accusations are part of a coordinated effort to damage his reputation.
