Fouttis reportedly had parked his car in the emergency lane and got out of his vehicle to inspect a possible mechanical failure.
While the 41-year-old man was outside his vehicle, an oncoming tanker truck which was also moving southbound struck him under circumstances that are still pending investigation.
Fouttis was rushed to the Emergency Room at Limassol General Hospital where doctors pronounced him dead on arrival.
The truck driver, described as a 42-year-old male, was administered a Breathalyzer test on the spot that showed zero alcohol levels.
Police said Fouttis, a father of two, was standing near his immobilized vehicle when the incident took place, between the Moni and Pentakomo exits.
Traffic was backed up for miles following the accident, with cars taking a detour through the old Nicosia-Limassol road at the Agios Georgios Alamanos exit.
