The 2025 Budget includes 26,516 first appointment positions in the public sector, out of a total of 38,803 approved positions. Of these, 10,000 are allocated to the Public Service, 636 to the Army, 5,247 to the Police, 748 to the Fire Department, and nearly 10,000 to the Education sector.
During parliamentary discussions on the repeal of key legislation aimed at ending the process of unfreezing first appointment positions, the Director General of the Ministry of Finance, Mr. Andreas Zachariadis, submitted written data to the House of Representatives regarding the repeal process.
Of the more than 38,000 approved positions, 15,600 are in the Public Service, 12,500 in Education, 3,200 in the Army, 6,300 in the Police, 936 in the Fire Department, 187 for Judges, and 162 for State Officials.
Vacant Positions
Mr. Zachariadis stated that 3,300 first appointment positions remain vacant. Specifically, 2,200 are in the Public Service, 81 in the Army, 910 in the Police, six in the Fire Department, and 94 in Education. Of these, 1,800 positions have been unfrozen, while 977 first appointment positions remain frozen.
Members of Parliament have requested that this data be presented again in a future session on public sector employment. Meanwhile, Parliament continues to discuss the proposed bill to abolish the control process for unfreezing public sector positions.
