Greek MEP challenges EU report for “Recognizing” Turkey-backed de facto state in Cyprus

Giannis Maniatis, Vice President of the Progressive Alliance of Socialists and Democrats and head of the PASOK delegation in the European Parliament, has submitted an urgent question to the European Commission and the EU High Representative for Foreign Affairs and Security Policy, Kaya Kallas, over a recently published report on critical energy infrastructure.

In his inquiry, Mr. Maniatis criticized the report, jointly issued by the European Commission’s Joint Research Centre (JRC) and the European Defence Agency, for referring to the occupied territories of Cyprus as the “turkish republic of northern cyprus” and for including a map that appears to recognize the consequences of the disputed Turkey-Libya Exclusive Economic Zone (EEZ) agreement. He argued that both references contradict international law, European Council conclusions, and the sovereign rights of Greece and Cyprus.

The JRC, the Commission’s science and research advisory body, provides analysis and technical expertise to EU institutions, while the European Defence Agency is managed by representatives from all EU member states and chaired by the EU High Representative for Foreign Affairs and Security Policy, currently Ms. Kallas.

In his submission, Mr. Maniatis requested clarification on how a report containing “inaccurate information on such a sensitive and serious issue” was allowed to be published. He also called for immediate corrections and assurances that similar errors would be avoided in the future.

The report, released on September 12, 2025, addresses the protection of critical energy infrastructure. Page 121 references energy resources in the Exclusive Economic Zone of the Republic of Cyprus, describing the occupied area without noting that the so-called “Turkish Republic of Northern Cyprus” is a self-declared entity recognized only by Turkey. Map 37 further depicts the claimed EEZ of the pseudo-state and illustrates the disputed Turkey-Libya EEZ agreement, which Greece, Cyprus, and the European Council consider invalid under international law.

Mr. Maniatis’ formal questions ask the European Commission to explain the oversight, detail actions for immediate correction, and outline measures to prevent similar misrepresentations in the future.
