Istanbul Implements strict ban on feeding stray dogs in urban areas

Istanbul authorities have announced a comprehensive ban on feeding stray dogs in public spaces across the city, citing public health concerns. The restriction will cover locations including schools, hospitals, airports, religious sites, parks, gardens, streets, and playgrounds, effectively creating a near-total prohibition within the urban environment.

According to AMNA, the decision comes from the Istanbul Governorate, which circulated a directive to all municipalities and relevant state and prosecutorial bodies. The move is based on a July 2, 2025, resolution from the Provincial Animal Protection Committee, highlighting that uncontrolled feeding of stray animals contributes to increases in insect and rodent populations and exacerbates environmental pollution.

The circular urges municipalities to step up efforts to collect, sterilize, and rehome stray dogs, either in shelters or natural habitats, ensuring the process complies with current legal regulations. Authorities are instructed to closely monitor the implementation, avoiding delays or gaps, while noting that responsibility for any damages or public health risks linked to stray animals will be evaluated under existing legislation.

This measure represents the latest attempt by Istanbul officials to manage the city’s stray animal population while addressing public health and sanitation concerns.
