A Turkish newspaper has published details of what it describes as a new proposal for resolving the Cyprus issue, claiming the plan includes the return of Varosha and Morphou to the Greek Cypriot community.
According to Sözcü, the proposal is linked to María Ángela Holguín, the United Nations Secretary-General's Personal Envoy on Cyprus, and comes ahead of the upcoming NATO Summit in Ankara.
The newspaper reports that the territorial arrangements would be paired with a political framework featuring a rotating presidency, the creation of a federal council, and Turkish Cypriot participation in the administration of a reunited federal Cyprus.
The report also says Turkish Cypriots would be offered participation in the European Union, the removal of restrictions, direct trade, direct flights, direct international contacts, and access to energy resources in the Eastern Mediterranean.
Sözcü compares the proposal to the 2004 Annan Plan, referring to it as a "Second Annan Plan" and recalling the "Yes be annem" slogan used during the campaign supporting the original referendum. The newspaper also argues that the reported framework does not take Turkey's claims to natural gas and oil resources in the Eastern Mediterranean into account.
The reported proposal has not been officially confirmed by the United Nations or the parties involved.
