Larnaca is seeing a construction boom. Between January and July 2025, the Larnaca District Government Organization (DGO) recorded a 53% jump in urban planning applications compared with the same period last year, highlighting growing interest in development and investment across the city and district.
According to the Larnaca Regional Planning Authority, 1,295 applications were submitted in the first seven months of 2025, compared with 844 in 2024 and just 749 in 2022. The numbers show a steady upward trend in urban planning activity over the past few years, with 2025 marking a record high.
Officials attribute the surge to several factors. The digital system “Ippodamos” has made applying easier than ever, allowing submissions 24/7, including weekends, without visiting planning offices in person.
Government policies have also played a role. Recent adjustments to urban planning incentives aim to speed up the licensing process and encourage the construction of new housing units. Meanwhile, the Urban Planning Amnesty Plan, which allowed for the legalization of unauthorized constructions, generated a rush of last-minute applications before it expired on June 23.
Additionally, the expiry of Order 1/2020 on June 30, which is related to renewable energy usage and building bonuses, prompted more submissions ahead of its replacement by Order 4/2025 from the Minister of the Interior.
The Larnaca Development Authority said its staff are working intensively to process the growing volume of applications as quickly as possible, aiming to support sustainable development while better serving citizens and investors.
As Larnaca continues to attract investment and new construction, urban planning applications are expected to remain high, reflecting the city’s rising appeal for both developers and residents.
