Commission approves €120 million Recovery Fund payment for Cyprus

Funding supports projects in healthcare, education, public administration, digital services and the green transition.

Cyprus is set to receive another €120 million after the European Commission approved the country's sixth payment request under the Recovery and Resilience Facility (RRF), the flagship funding programme of NextGenerationEU.

The Commission's assessment found that Cyprus had successfully completed 22 milestones and five targets, allowing the latest tranche of funding to proceed. The measures cover reforms and investment projects in healthcare, education, public administration, the business environment and the country's transition to a greener economy.

Among the reforms completed is a new framework for evaluating schools, designed to improve education standards. Other measures include the introduction of a cross-border digital health system that enables the use of electronic prescriptions and patient records across participating countries, more flexible working arrangements in the public sector, upgrades to the online planning and building permit platform with additional digital services, and expanded renewable energy and smart grid testing facilities at the University of Cyprus.

Cyprus submitted its sixth payment request on 17 December 2025. Before the funds are released, the Commission's preliminary assessment will be reviewed by the Economic and Financial Committee (EFC), which has up to four weeks to issue its opinion. Once that process is completed and the Commission adopts its final decision, the payment will be transferred.

Cyprus' Recovery and Resilience Plan is backed by €1.02 billion in grant funding. The programme supports reforms intended to strengthen the economy, modernise public services, improve healthcare and education, reform the justice system, and accelerate the country's green and digital transformation.

Following the release of the sixth instalment, Cyprus will have received €683 million under the Recovery and Resilience Facility. That total includes €131 million in pre-financing received in 2021 and a €21 million advance provided through REPowerEU in 2024. The amount represents 67 per cent of the country's total allocation, with 62 per cent of all planned milestones and targets already completed.
