Guterres urges Greek and Turkish Cypriots to respect UN authority and engage in peace efforts

A new UN report by Secretary-General Antonio Guterres raises serious concerns about rising tensions in Cyprus, where actions by Greek Cypriot and Turkish Cypriot forces are undermining the authority of the United Nations Peacekeeping Force in Cyprus (UNFICYP).

The report, covering December 13, 2023, to June 12, 2024, criticizes both sides for failing to engage with UNFICYP to ease tensions as required by Security Council Resolution 2373. Unauthorized military buildings have increased, changing the military status quo despite UN protests.

Guterres highlighted a record number of incursions into the buffer zone and violations by both sides, indicating a troubling disregard for UNFICYP's authority. He called on leaders from both sides to respect the mission's role and avoid actions that could raise tensions and disrupt peace talks.

The situation in Varosha, a fenced-off area partially reopened in October 2020, remains unchanged, with no steps taken to reverse the reopening. Guterres reiterated the UN's call for immediate action to address this issue.

The report also noted 303 military violations, including permanent constructions in the buffer zone. Efforts to reduce tensions have had little success, and restrictions on UNFICYP's movements continue.

Despite these challenges, UNFICYP has facilitated numerous peacebuilding events to foster intercommunal contacts. The report emphasizes the need for both sides to support reconciliation efforts and involve civil society in political decisions.

The Secretary-General's report highlights the ongoing difficulties in Cyprus, where peace talks have repeatedly failed, and underscores the urgent need for both sides to respect UN mandates and engage in dialogue.
