University of Cyprus racing to launch first English-language undergraduate program in 2026

Urban Sustainability course marks a major step toward attracting international students and expanding foreign-language offerings.

The University of Cyprus is working against the clock to offer its first English-language undergraduate program starting with the 2026 academic year. The move comes a year after the House of Representatives approved legislation allowing public universities to introduce programs taught in foreign languages.

In a briefing with the media, University Rector Tasos Christofides said the institution is making a “titanic effort” to complete all procedures so the program can be available next year. Key approvals are still pending from the university senate and council, after which the program will be presented to the minister of education, including details on tuition and other matters.

The initial program will focus on urban sustainability and will be offered in collaboration with other European universities. Christofides expressed hope that it will attract a healthy number of students. He also confirmed that additional English-language undergraduate programs are planned to start in 2027.

Legal framework for foreign-language programs

Under the new law, the University of Cyprus can offer up to eight foreign-language programs, representing 20% of its 29 existing undergraduate programs taught in the country’s official languages. This includes six existing or new inter-university programs and two cross-departmental programs.

The programs will be self-funded, with no burden on public finances, and are expected to generate revenue for the university. Tuition fees will be set based on actual costs and monitored by the Ministry of Finance.

English-language programs will not affect existing courses and require at least 15 students enrolled at the start of the academic year to run. Except for inter-university programs, each foreign-language program requires ministerial approval and must also be offered in one of Cyprus’ official languages.

The legislation also obliges the Council of Ministers to announce by June each year which foreign-language programs will be available, including the number of places and tuition fees.

This initiative marks a significant step for Cyprus’ higher education system, aiming to attract international students and strengthen ties with European institutions.
