The Cyprus Department of Public Works announced it is terminating its contract with INTRACOM Constructions S.A., the company responsible for the stalled Pafos-Polis Chrysochous motorway project, after extensive delays and disputes over quality and deadlines. In a decisive move, the department issued a 14-day notice for the contractor to vacate the construction site, with a new tender expected soon to ensure the project’s completion.
The contractor, operating under the trade name "INTRACAT," was notified after the Central Claims and Claims Committee (CCC) reviewed and rejected a series of claims from the company. An Ad-Hoc Committee's detailed report supported the rejection, citing that INTRACAT failed to address persistent issues despite repeated warnings from the Public Works Department. Attempts to resolve the situation amicably ultimately proved unsuccessful.
According to the Public Works Department, delays and problems arose mainly in earthworks and material suitability, crucial to the motorway's foundation. These unresolved issues hindered progress, and while some tasks resumed over the past eight months, they moved at an insufficient pace, further delaying the project's timeline.
To mitigate setbacks, the Public Works Department, in collaboration with the Legal Department, is preparing to re-advertise the contract and move swiftly to reassign the project to a new contractor. This time, officials aim to prevent delays and ensure strict adherence to project deadlines, hoping to get the long-awaited motorway back on track.
An independent committee initially reviewed the contractor's claims under a contractual dispute-resolution process, but multiple claims, particularly around earthworks quality, were ultimately rejected, paving the way for contract termination. The government’s move signals a push for accountability and a commitment to completing this vital infrastructure project for the region.
