Cyprus abolishes planning permission for low-risk developments

Automatic approval set to streamline housing projects and reduce bureaucratic delays starting October 2, 2024

According to a report by Kathimerini's Pavlos Neophytou, effective October 2, 2024, Cyprus will eliminate the need for planning permission for low-risk developments, such as the construction of one or two residential units. This decision, announced by Interior Minister Constantinos Ioannou, aims to streamline the planning application process and alleviate pressure on local authorities.

Under the new decree, planning permission will be automatically granted based on a checklist that planners must complete. This measure is part of a broader initiative that includes 22 reforms designed to expedite pending planning applications.

The ordinance applies to land designated for residential, tourist, or mixed-use development within existing Development Plans. Key conditions for exemption from planning permission include:

- Development must not interfere with roadway plans.
- Only up to two dwelling units are permitted per plot.
- Compliance with all relevant zoning and regulatory provisions is required.
- Developments cannot exceed specified height or floor limits without additional approvals.
- The land must not be in a Special Character Area or subject to conservation orders.
- Access must not be from an interstate or primary road.

To ensure compliance, the Planning Authority will conduct random inspections of 10% of applications every six months. If any discrepancies are found during the review process, the issued certificates may be revoked, and appropriate penalties will be enforced.
