Planning beach days and ferry trips with pets in Greece? Know the rules

Dogs are welcome in some coastal areas, but restrictions vary by beach type.

As thousands of residents and visitors head to Greece’s coastline each summer, questions often arise about where pets are permitted and what rules apply. Confusion is common, particularly when it comes to dogs on beaches and the requirements for traveling by ferry.

Greek legislation sets out specific regulations for pet owners, distinguishing between different types of beaches and outlining transport rules for passenger vessels.

Where dogs are allowed on beaches

Under Law 4830/2021, dogs are permitted on unorganized public beaches and may enter the sea. However, when on the shore, they must remain on a leash, wear a collar, and stay under the owner's supervision.

Different rules apply at organized beaches. Dogs may only enter these areas if the beach operator has clearly displayed signs allowing pets. Assistance dogs are exempt and may access organized beaches regardless of local restrictions.

Leashes remain mandatory whenever a dog is outside the water.

Blue Flag beaches follow stricter standards. These beaches do not allow dogs, except for certified assistance animals.

What counts as an organized beach?

Presidential Decree 71/2020 defines an organized beach as a coastal area that either charges visitors for access or has been officially classified as a heavily used bathing location.

Requirements for pet owners

Authorities may carry out inspections, and owners are expected to ensure their animals comply with national regulations.

Pets must be microchipped, registered in the National Pet Registry, and have an up-to-date health booklet. Owners can also access their pet's official records through the government's online platform, pet.gov.gr.

The rules form part of a larger effort to improve animal welfare and maintain accurate records of companion animals across the country.

Ferry travel regulations

Separate maritime rules govern the transport of pets on passenger ferries.

For larger dogs, access to enclosed public passenger areas and closed vehicle decks is generally prohibited. These animals must remain in designated kennel facilities located on open decks or in protected outdoor sections of the vessel. Owners may accompany their dogs while moving around open deck areas, provided the animal is on a leash.

Some ferries offer pet-friendly cabins, allowing larger dogs to stay with their owners throughout the journey.

Smaller pets are subject to more flexible arrangements. They may be allowed in both indoor and outdoor passenger spaces if they remain inside an appropriate carrier and permission is granted by the ship's captain.

If disagreements arise between passengers regarding pets, the captain or an authorized officer has the final authority on how the matter is resolved.

Documents required for travel

Anyone traveling with a pet by sea must carry the animal's health booklet or a European pet passport. These documents confirm that the pet is microchipped, vaccinated, and fit for travel.

Certain working animals receive special treatment under the regulations. Assistance dogs, search-and-rescue animals, therapy dogs, and military or police dogs may enter all public areas of a vessel, provided they are leashed and accompanied by the necessary certification.
