Union rejects Ministry’s evaluation bill, launches work stoppage December 18

POED cites unresolved disagreements with Ministry of Education and parliamentary amendments as reasons for protest.

Members of the Cyprus Teachers’ Organization (POED) will stage a work stoppage on Thursday, December 18, 2025, in protest of a proposed bill on teacher evaluations. The move comes after ongoing disagreements between POED and the Ministry of Education over the bill’s content.

According to POED, the legislation under consideration in the Parliament diverges significantly from the positions previously agreed upon with the teachers’ union. The union also expressed concern about amendments introduced by parliamentarians and political parties, which it says conflict with earlier points of consensus.

A particular point of contention is the involvement of school principals and assistant principals in the final evaluation of teachers, an element POED has strongly opposed from the outset.

POED further criticized the Ministry for submitting the bill unilaterally in May 2025, noting that it contained ambiguities and disagreements that had not been resolved with the union. The organization says its current protest is a necessary response, and it has not ruled out taking further action if the bill proceeds unchanged.
