Hundreds in Cyprus left scrambling for shelter every year

Public concern spiked after a woman was discovered dead on a Paphos coastal road, with police still probing the unresolved case.

Cyprus faces a relatively small but persistent homelessness challenge, with authorities estimating that between 200 and 250 people require housing support each year. According to Deputy Ministry of Social Welfare official Phaedra Exadaktylou, this number represents the approximate national caseload, which she described as comparatively manageable when viewed alongside other European countries.

The issue drew renewed public attention after a woman was found dead earlier this week on a coastal road in Paphos. Police are still investigating the case, and officials have not yet reached any conclusions about the circumstances.

Data from the Social Welfare Services show fluctuating demand for assistance:

  • 2024: 225 individuals
  • 2023: 380 individuals
  • 2022: 206 individuals

Those seeking help include Cypriots, EU citizens, and residents from third countries. Most are single adults, though some families are also supported. Applicants for international protection are counted separately and are not included in these figures.

The Deputy Ministry’s approach aims to address housing emergencies quickly so that rough sleeping or long-term homelessness does not become widespread. Cases may be flagged by police, members of the public, or local authorities, after which welfare officers intervene.

Support typically begins with temporary accommodation, often in hotels or similar facilities, followed by financial aid and psychosocial assistance. Officers work directly with each person to assess their situation, identify any underlying concerns such as mental health needs, and help guide them toward securing stable long-term housing. Financial support is provided under Article 11 of the Guaranteed Minimum Income Law.

While the Deputy Ministry handles short-term housing arrangements and immediate welfare responses, broader national housing policy remains under the jurisdiction of the Ministry of Interior.
