Nicosia’s new KEP faces long delay, residents to trek to Engomi until 2026

The new Citizens Service Center at the old GSP site won’t open before late 2026, leaving Engomi as the capital’s only operating KEP.

The long-awaited Citizens Service Center (KEP) in the heart of Nicosia won’t be opening anytime soon. According to information obtained by KNews, the new facility, which was expected to make life easier for city residents, is now projected to open by the end of 2026.

Until then, Nicosians will have no choice but to continue heading to the KEP in Engomi, which remains the only operational center in the capital. The Engomi branch is already known for long queues and limited parking, and the delay of the central office is likely to make matters worse for residents trying to handle anything from passport renewals and ID applications to bill payments and tax matters.

The new KEP will be located in the redeveloped area of the old GSP Stadium and is intended to serve as a modern, one-stop shop for public services, combining convenience with a more digital, user-friendly approach.

Sources say there’s also investor interest in developing seven commercial spaces within the same complex, turning the site into a small administrative and commercial hub. Authorities are reportedly exploring the idea of appointing a single management body to oversee both the government and private parts of the project, in hopes of avoiding future coordination headaches.

The delay underscores Nicosia’s ongoing challenge of centralized access to government services, particularly for elderly residents, students, and those without private transport. For now, they’ll have to continue making the trip to Engomi and hope the long-promised city center KEP doesn’t get stuck in another bureaucratic loop.

What is a KEP?

The Citizens Service Center (KEP) is a one-stop government office where residents can complete a wide range of official tasks without visiting multiple departments. Services include:

  • Passport and ID card applications
  • Vehicle registrations and driving license renewals
  • Tax and social insurance matters
  • Utility bill payments
  • Various certificates and public documents

There are several KEPs operating across Cyprus, designed to save citizens time and cut through red tape by offering fast, in-person assistance under one roof.
