Police examine leaked medical report linked to suspended Paphos mayor

Authorities reviewing authenticity of documents as legal and privacy questions resurface.

Police are reviewing a medical report that surfaced online this week and is reportedly linked to the wife of suspended Paphos mayor Phedon Phedonos, as authorities assess whether the material constitutes new evidence in an already examined case.

According to police sources, investigators received the documents on Thursday morning after they were published by a local news website. The material allegedly includes a medical assessment stating that the woman was examined at the Accident and Emergency Department of Nicosia General Hospital, with references to reported injuries consistent with an alleged assault.

Authorities say the first step will be to verify whether the documents are authentic and determine whether they add any new elements to the case. Once the evaluation is completed, investigators are expected to brief the Legal Service, which may issue further instructions on how to proceed.

Police sources indicated that officials will examine whether the material goes beyond information already submitted to authorities during earlier stages of the investigation. However, due to the nature of the alleged offenses, the issue is expected to be referred again to legal authorities for review.

So far, there has been no change in the legal standing of the case. Sources from the Legal Service said the available evidence remains unchanged, recalling earlier reports that investigators had not identified sufficient grounds to bring the alleged assault case before a court.

At the same time, the publication of medical records has reignited concerns over personal data protection and the handling of sensitive information. Legal experts note that medical documents fall under special categories of personal data, meaning anyone who uses or publishes such material without consent or a clear legal basis could potentially bear legal responsibility.

Questions are also being raised about whether releasing such documents serves the public interest, specifically, whether the disclosure provides substantially new information to the public and whether the extent of the details made public is necessary and proportionate.

The Office of the Commissioner for Personal Data Protection confirmed that no new investigation has been launched at this stage. The matter had previously been examined when other medical documents first came to light, with the State Health Services Organization asked at the time to explain how the woman’s private medical data may have been leaked.

No new complaint related to the latest publication has been filed so far, authorities said.
