Russia has been actively working to influence democratic elections globally, according to Yulia Smirnova of the Berlin-based Center for Monitoring, Analysis, and Strategy. The institute investigates misinformation and conspiracy theories online.
Since October 2023, the U.S. has reported to 100 allied countries that Russia is using spies, social networks, and state media to erode trust in democratic election integrity worldwide. Between 2020 and 2022, Russia's activities were noted in at least nine unnamed countries, with "less intense" social media activity observed in 17 others. There are also reports of Russian attempts to impact the June 2024 European elections.
Smirnova highlights a range of tactics employed by Russia, including hacking attacks that expose internal political documents and the manipulation of public opinion through social media, using fake accounts and state-run channels like Russia Today. Additionally, Russia has been cloning major Western websites, such as Spiegel and the Washington Post, to spread pro-Russian content.
The ultimate goal, according to experts, is to advance Russia's geopolitical interests and destabilize countries perceived as adversaries. The Washington Post reported that in 2022, Russia spent at least $300 million supporting pro-Russian parties globally, including in smaller nations like Albania, Montenegro, Madagascar, and Ecuador.
