'Trans women are women', EU Parliament endorses full recognition of trans women

Lawmakers also warned about rising anti-rights movements and called for stronger protections and funding for LGBTIQ+ organizations.

The European Parliament voted last week to approve a resolution affirming that trans women are women, as part of its recommendations for the European Union’s agenda at an upcoming United Nations women’s rights forum.

The measure outlines the EU’s priorities for the 70th session of the U.N. Commission on the Status of Women, which will be held next month in New York. The commission focuses on advancing gender equality and women’s rights internationally.

In the resolution, lawmakers urged the EU to push for the full legal and social recognition of trans women as women, arguing that inclusion is necessary for effective gender-equality initiatives and anti-violence policies. It also calls for trans women to have equal access to protection programs and support services.

The document repeatedly references LGBTQ+ rights in other sections as well. It warns about democratic backsliding and rollbacks in women’s rights, citing anti-gender movements that target both women and LGBTIQ+ communities. It also highlights the need to protect funding for civil society organizations, including LGBTIQ+ groups, and supports access to gender-sensitive mental health services for young women and LGBTQ+ people. Another section stresses that EU foreign policy should prioritize the safety of women and LGBTIQ+ human rights defenders.

The resolution passed by a vote of 340 to 141, with 68 members abstaining.

Independent journalist Erin Reen said the vote could place the EU at odds with the United States during the U.N. session, pointing to the current U.S. administration’s policies rejecting recognition of trans people.

While the European Parliament’s recommendations are not legally binding, they are expected to strongly shape the EU’s official stance at the U.N. meeting.
