Cyprus to deactivate unregistered prepaid SIM cards by November 2025

Mandatory SIM registration meant to boost security; non-compliant prepaid users risk service cutoff next year.

The Office of the Commissioner of Electronic Communications and Postal Regulation (OCECPR) has announced that all prepaid SIM and eSIM card users in Cyprus must complete mandatory identification by Nov. 10, 2025, or face automatic deactivation of their mobile services.

The new regulation, part of Law 63(I)/2024, requires all holders and users of prepaid mobile telephony services to register their SIM cards to enhance national security and maintain service continuity.

There are currently around 400,000 active prepaid SIM cards in Cyprus. As of July 9, only 15% of Cyta's prepaid customers had registered their cards, while identification rates at other providers ranged between 0% and 7%.

Identification is free of charge and can be completed in-store or online through providers’ official websites. No phone number change or SIM replacement is needed.

Failure to register by the deadline will result in full deactivation of services, including calls, SMS, and mobile data. Even unused but active cards must be registered to avoid being shut off.

The requirement applies to individuals and entities using prepaid SIMs for personal communication or operational purposes, including use in elevators, alarms, vending machines, GPS trackers, and IoT devices.

Minors may only be listed as users if an adult completes the process first.

Consumers are urged to check their registration status with their provider and complete the process well before the deadline.
