First Cypriot appointed to helm global shipping powerhouse

The appointment of a Cypriot as Secretary General/CEO of the International Chamber of Shipping (ICS) is a major vote of confidence in the Cypriot shipping industry. Thomas Kazakos, with three decades of experience in the shipping sector, was selected unanimously by the ICS Board of Directors from among internationally renowned candidates. He is the first Cypriot to hold this prestigious position in the 100+ years of the ICS’s operation.

In his first interview following the announcement of his appointment, which will take effect on April 1, 2025, Mr. Kazakos speaks with K about the challenges of his new role and the opportunities for Cyprus to play a greater role in international shipping. A key priority for Mr. Kazakos is ensuring that ICS continues to serve as the professional and authoritative voice of international shipping.

“The ICS’s main goal is to further strengthen global cooperation, which is essential for the sustainable development and prosperity of the shipping industry,” Mr. Kazakos stated. He also emphasized the importance of maintaining Cyprus’s competitive tax and operational framework to retain existing shipping companies and attract additional high-quality operators.

What is the main role of the International Chamber of Shipping (ICS)?

The ICS, headquartered in London, represents National Shipowners' Associations that collectively own over 80% of the world’s merchant fleet. The ICS actively promotes the interests of global shipowners and the shipping industry at key international organizations, including the International Maritime Organization (IMO) and the International Labour Organization (ILO).

Your appointment marks the first time a Cypriot has taken the helm of the ICS. How significant is this milestone?

The appointment of a Cypriot as Secretary General of this globally influential maritime organization is a profound recognition of Cyprus’s contributions to international shipping. Cyprus has built an impressive reputation on the global shipping map, and this development offers a unique opportunity for our country to contribute even more to the industry.

Personally, this appointment is the pinnacle of my 30-plus-year career in shipping. To be selected unanimously from a pool of internationally respected candidates is both humbling and motivating. It is also a personal challenge—to meet the expectations placed on me and to uphold the high standards set by my predecessors over the ICS’s 100+ years.

I am fully aware of the immense responsibility that comes with this role. With hard work and humility, I aim to justify the trust placed in me by the National Shipowners' Associations.

What are your priorities for this position, especially during this critical time for global shipping?

Having served as Director General of the Cyprus Chamber of Shipping and participated in the ICS Board of Directors and various committees, I am acutely aware of the challenges facing the industry. My top priority is to ensure that ICS continues to be the organized and professional “Voice of International Shipping.”

Another critical goal is maintaining close, mutually beneficial collaboration with international and regional policymakers. This cooperation is essential for safeguarding the global shipping industry’s role in world trade, 90% of which is conducted by sea, and its broader contribution to the global economy and society.

What are the ICS’s plans for strengthening international cooperation in shipping?

The industry is undergoing transformative change due to its “green transition,” which necessitates unprecedented collaboration. The ICS is committed to fostering closer cooperation among nations, governments, and the maritime community to identify internationally applicable solutions.

I firmly believe in the motto, “Together, We Can Do Better.” This collective approach leverages the ICS’s greatest strength: the expertise and influence of its members, the National Shipowners' Associations, on a global scale.

With the support of the ICS Board of Directors, our members, and my capable team, we will work to build more bridges of cooperation. Together, we can tackle challenges and foster a resilient, innovative, and sustainable shipping industry that benefits all stakeholders and the environment.

What are the biggest challenges facing global shipping today?

The industry is navigating a period of significant transformation. The IMO’s carbon agenda, the energy transition, geopolitical tensions, trade restrictions, and the safety and welfare of seafarers are all pressing issues. Stability and support for shipping are essential to maintaining its vital role in global prosperity.

At ICS, we are working closely with the IMO, governments, and stakeholders to develop a credible framework for shipping’s sustainable transition. The coming years will demand resilience and innovation as we adapt to a changing world.

What opportunities do you see for Cyprus’s shipping industry?

For decades, shipping has been a cornerstone of the Cypriot economy, contributing over 7% of GDP and creating thousands of high-quality jobs. It is also Cyprus’s most internationally recognized sector. By addressing current challenges, Cyprus can unlock even greater potential for growth and value creation.

Maintaining the competitive Cyprus Shipping Tax System and streamlining its operational framework are critical for retaining existing companies and attracting new ones.

What challenges does Cyprus face as a maritime hub, and what initiatives could improve its competitiveness?

Cyprus offers a competitive maritime center with significant economic and operational benefits. However, long-standing issues, such as the Turkish embargo on Cypriot ships, continue to challenge the industry.

Collaboration between the public and private sectors has been a key driver of Cyprus’s shipping success. It is essential to sustain this partnership and develop a medium- to long-term roadmap for the industry.

Further digitization of the State Ministry of Shipping’s services is urgently needed to provide a 24/7, customer-focused, digital environment. The full implementation of the Limited Liability Shipping Company (LLC) Law of 2022 and the creation of a Specialized Shipping/Transport Finance Agency are additional priorities.

A stronger focus on digital transformation and green initiatives will ensure Cyprus remains competitive and forward-looking in the global shipping landscape.
