Starting Monday, July 7, non-EU professionals looking to live and work in Cyprus can officially apply for the EU Blue Card, a special residence and work permit for highly skilled workers.
The announcement was made Friday by the Deputy Ministry of Immigration and International Protection, marking the first time Cyprus is actively opening its doors to non-EU talent through this European Union scheme.
The Blue Card allows skilled workers from countries outside the EU and EEA (European Economic Area) to live and work in Cyprus under conditions similar to those of Cypriot citizens. The card also allows for mobility within most EU countries, though Denmark and Ireland are not part of the scheme.
Who qualifies—and for which jobs?
Cyprus will issue Blue Cards specifically for highly qualified jobs in three sectors:
- Information and Communication Technology (ICT)
- Pharmaceuticals (but only for research roles)
- Shipping, with the exception of ship captains and crews
To qualify, applicants must have a minimum gross annual salary of €43,632 and meet the required academic or professional credentials for the role.
What are the benefits?
EU Blue Card holders in Cyprus will gain:
- The right to live and work in Cyprus
- Equal treatment with Cypriot citizens in work conditions, social security, education, and training
- The ability to bring family members with matching residence permits
- The option to combine years of residence across different EU countries toward long-term residency in the EU
Cardholders will also have the right to leave and re-enter Cyprus freely during the period of their permit.

The move is part of Cyprus’ efforts to attract high-level international talent and boost competitiveness in critical sectors like tech, pharma, and shipping.
