EU approves state funding for Limassol football stadium

Decision clears 20-year deal for AEL, Apollon and Aris, securing long-term future of city’s flagship sports venue.

The European Commission has approved state funding for the construction and operation of Limassol’s new football stadium, closing the book on questions over the legality of the project and giving long-term certainty to Cypriot football.

The Commission gave the green light to the Republic of Cyprus for both the public money used to build the stadium, completed at the end of 2022, and the 20-year agreement that allows Limassol’s three major clubs, AEL, Apollon and Aris, to use it as their home ground.

After reviewing the case under European Union state aid rules, the Commission concluded that the public support was appropriate and necessary. It said that without state funding, the project would likely not have gone ahead, as private financing was not available. At the same time, it found that the impact on competition and trade within the EU would be limited.

In its decision, the Commission described the stadium as a modern and safe sports venue for professional football, while also capable of hosting educational, cultural and other public-interest events. It noted that the project strengthens sports infrastructure in the region, promotes both professional and grassroots sport, and contributes more broadly to Limassol’s cultural life.

The second part of the approval concerns the long-term license agreement signed between the Cyprus Sports Organization and the three clubs. Under the deal, AEL, Apollon and Aris have secured the right to host their home matches at the stadium for 20 years, paying a fixed annual rent.

With the Commission’s approval, an important legal chapter is now closed. The decision provides institutional backing for the project and creates a stable framework for the stadium’s long-term operation.

Officials say the ruling strengthens Cyprus’ position and secures the future of an infrastructure project considered strategically important not only for Limassol, but for Cypriot sport as a whole.
