Health minister says patients must be at the center of Cyprus healthcare system

Cyprus is placing increasing emphasis on a healthcare model that puts patients at the center of care, not only as recipients of treatment but as participants in decisions that affect them. This direction was outlined by Neophytos Charalambides during a speech in Athens at an event organised by a patients’ association.

Charalambides argued that the strength of a health system cannot be judged only by its facilities, technology, or medical expertise. The way individuals are treated is equally important. In this approach, patients are viewed as citizens with dignity, needs, and expectations, rather than cases to be processed.

This reflects an international shift in healthcare thinking. In the past, patients had limited influence over their care. Today, many systems are trying to include them more actively, both in treatment decisions and in shaping health policies. The minister described this change as a transformation in the values that guide public health.

One step in this direction in Cyprus is the introduction of a Patient Ombudsman. The role is intended to operate independently and address complaints, while protecting patient rights. It follows discussions with civil society groups and patient organisations that have called for a reliable mechanism of oversight.

According to the minister, the aim is not to challenge the healthcare system but to improve it by strengthening trust and accountability. The initiative is part of a plan to improve services, ensure access for all, and adapt to current social needs.
