Cyprus heightens security amid fears of regional conflict spillover

The Republic of Cyprus is closely monitoring regional developments as tensions escalate between Israel and Hezbollah, following an Iranian strike. The situation threatens to destabilize Lebanon and potentially trigger broader conflict in the region. Cyprus, due to its strategic location, is taking comprehensive measures to address possible crises.

Cyprus has outlined three primary plans. First, it is preparing for the evacuation of EU citizens and third-country nationals from Lebanon, similar to its recent role during the Sudan crisis. Second, it is readying for a potential refugee influx from Lebanon should hostilities intensify. Lastly, the government is focusing on specific security concerns linked to regional developments.

In collaboration with the EU, allied governments, and the UNIFIL mission in Lebanon, Cyprus is bracing for possible multiple crises. The updated "Estia" plan, revised after the October 7 Hamas attack, and the "Naukratis" plan, initially activated in 2014, are both in place. These plans aim to facilitate the evacuation of EU and third-country nationals from Lebanon and manage a possible surge of refugees arriving by sea.

Cyprus is coordinating closely with Canada and Germany, given the significant number of their citizens residing in Lebanon. Teams from these countries are already stationed at the Larnaca Research and Coordination Centre (KSED), ready to assist in mass evacuations if needed. Cyprus has also prepared to temporarily house evacuees if the situation in Lebanon deteriorates.

On the refugee front, the "Naukratis" plan includes provisions for temporary accommodation, involving Civil Defense and potentially seeking support from Frontex, EUAA, and Europol. The plan has a tiered response mechanism based on the severity of the crisis, ensuring flexibility and rapid adjustment.

The foreign ministry has issued updated travel advisories for Lebanon, Iran, and Palestinian territories within Israel, including areas targeted by Hezbollah. Cypriot authorities are working closely with KSED and other state agencies for effective crisis management.

Amid concerns of a broader conflict involving Israel, Hezbollah, and Iran, Cyprus has heightened security measures, particularly around Israeli interests. The government is also wary of accidental incidents, such as the 2019 missile diversion to Cyprus due to electronic warfare. Cyprus is coordinating with Greece, with the frigate "Kountouriotis" on standby in Lebanon, ready to assist in potential crises.
