Poland to prioritize security on all fronts during its EU presidency

From defense to energy independence, Warsaw outlines an ambitious vision to safeguard Europe in turbulent times.

Poland has laid out an ambitious roadmap for its 2025 Presidency of the Council of the European Union, with security taking center stage. Ambassador Marek Szczepanowski presented the priorities on Tuesday at the House of Europe in Nicosia, under the presidency’s guiding motto: “Security, Europe!”

The Deputy Minister for European Affairs, Marilena Raouna, also highlighted the shared vision of the presidency trio—Poland, Denmark, and Cyprus—stressing the importance of collaboration to tackle pressing challenges, from regional instability to climate adaptation.

A Presidency Focused on Security

At the heart of Poland’s presidency is a comprehensive approach to security. This includes strengthening external and internal defenses, improving cybersecurity, securing energy independence, and addressing food and health vulnerabilities. Ambassador Szczepanowski painted a clear picture of the challenges Europe is facing: Russian aggression in Ukraine, rising geopolitical tensions, disinformation campaigns, and natural disasters fueled by climate change.

“We need to think of security in every sense—whether it’s protecting borders, ensuring reliable energy supplies, or defending democratic values. These are existential priorities for Europe,” Szczepanowski said.

Breaking Down the Priorities

1. External Security:
Poland plans to ramp up EU defense capabilities through major investments in military infrastructure, including the proposed "East Shield" and "Baltic Defense Line" fortifications. Strengthening partnerships with NATO, the United States, and other allies is also a priority. The presidency aims to keep Ukraine at the forefront of EU policy, advocating for continued military aid, reconstruction support, and tough sanctions on Russia and Belarus.

Expanding the EU with new member states is another focus. According to Poland, bringing in nations that align with EU values is a “geopolitical necessity” for a stable future.

2. Internal Security:
To address the growing threats of hybrid warfare and migration pressures, Poland will push for stronger EU border protection and measures to combat irregular migration. The presidency will also focus on improving the Schengen Area’s functionality, tackling organized crime, and increasing preparedness for natural disasters.

3. Information Security:
The battle against disinformation and cyberattacks is a key focus. Poland plans to strengthen coordination among EU countries to counter these threats, with initiatives like the “Democracy Shield” to protect digital systems. The presidency will also tackle climate-related misinformation, which it argues undermines public support for the green transition.

4. Energy Security:
Energy independence from Russia is at the top of Poland’s agenda. Following the drastic reduction of Russian energy imports, the presidency will push for investments in EU energy infrastructure and incentives for alternative sources. The goal is to lower energy costs while avoiding new dependencies on imported technologies or raw materials.

5. Economic Security:
Poland wants to make life easier for the EU’s millions of small and medium-sized businesses (SMEs). Plans include cutting red tape, simplifying regulations, and improving access to private investment. Trade policy reforms will aim to level the playing field for European industries and protect them from unfair global competition.

6. Food Security:
Poland is advocating for a strong Common Agricultural Policy (CAP) that supports farmers in adapting to climate change. By investing in modern infrastructure and digital tools, the presidency hopes to make the agricultural sector more resilient, particularly as the EU prepares for enlargement.

7. Health Security:
Improving access to medicines is a top concern. Poland wants to reduce dependence on imports from Asia by boosting pharmaceutical production within the EU. Mental health is also on the agenda, with a particular focus on the wellbeing of children and teenagers in a rapidly digitalizing world.

Defending EU Values

Poland’s presidency will also champion the rule of law, democracy, and fundamental rights as the cornerstones of stability in the Union. Upholding these values, Szczepanowski emphasized, is essential for building trust among member states and ensuring long-term security.

A Collaborative Trio

Deputy Minister Raouna highlighted the synergies between Poland, Denmark, and Cyprus as the presidency trio. The three countries will work together to address Europe’s challenges, balancing immediate needs with long-term goals for resilience and growth.

With its detailed agenda, Poland aims to leave a mark on the EU presidency by prioritizing safety, stability, and solidarity. As the Union braces for turbulent times, this approach could shape a more secure and united Europe.
