Traffic accidents: When you can move your vehicle

What drivers need to know.

The Police inform the public that amendments to the Motor Vehicles and Road Traffic Law (Law 86/1972) now allow, under certain conditions, the movement of vehicles involved in a road collision.

The amendments were published in the Official Gazette of the Republic on July 25, 2025 (Annex I, Part I), through the Motor Vehicles and Road Traffic (Amendment) (No. 3) Law of 2025 (Law 146(I)/2025).

What the law says
In the event of a collision between vehicles on any road, including open spaces, squares, or public areas, drivers may move their vehicles, provided they agree to do so and specific conditions are met. Vehicles must be moved to the nearest safe point so that traffic is not obstructed.

The conditions are:

  • No visible bodily injuries to anyone involved.
  • No complaints of injury, and drivers have checked that their documents are valid, meaning police presence is not required.
  • Vehicles can be moved without towing and without causing further damage to themselves or the road surface.
  • Movement can be carried out safely for all road users.

According to the law, only the drivers themselves, or someone they authorize who holds a valid license and insurance, may move the vehicles.

What drivers must do before moving vehicles
Before moving the vehicles, drivers must:

  • Inform their insurance companies about the collision.
  • Exchange the following details with each other:
    • Full names
    • Insurance policy numbers
    • Driver’s license numbers
    • Vehicle details (registration number, make, model, color)
    • Telephone numbers

They must also take photos of:

  • The vehicles in their final position after the collision
  • The registration numbers of all vehicles involved
  • The visible damage
  • The surrounding area

These photos must be exchanged between drivers and sent to a person designated by their insurance company or a company representative. If a driver cannot take photos, this may be done by another driver, a trusted individual, or an insurance representative.

Drivers must ensure that all photos and personal data exchanged are strictly limited to what is necessary for handling the collision.

Important exceptions
Vehicles may not be moved if:

  • An uninsured vehicle is involved.
  • A government vehicle is involved.
  • A driver abandons the scene.

Personal data and photos may be used only in connection with the collision. Any other use may result in administrative fines or criminal penalties.
