Russia has expressed opposition to the militarization of the Eastern Mediterranean and supports a viable and just resolution to the Cyprus issue, as well as agreements that prevent any air connections with the Turkish-occupied areas, according to Yuri Pilipson, the Director of the Russian Foreign Ministry's 4th European Department, in a statement to the news agency RIA-Novosti. Pilipson also noted that Russian-Cypriot relations, including economic ties, have suffered "unwarranted and baseless serious damage" in recent years.

In response to Turkish statements about the potential establishment of a naval base in the occupied areas, Pilipson emphasized that Russia is closely monitoring developments in the region. He reaffirmed Russia’s stance against the militarization of the Eastern Mediterranean and any actions that could increase conflict potential.

Pilipson reiterated the necessity for a comprehensive, sustainable, and fair resolution to the Cyprus issue within the framework established by UN Security Council resolutions, while taking into account the legitimate interests and concerns of both communities. As a permanent Security Council member, Russia aims to contribute to balanced solutions.

Regarding the issue of direct flights from the Turkish-controlled north of Cyprus, Pilipson pointed out that only Turkey maintains air connections with the northern part of the island. He reiterated Russia's adherence to UN Security Council resolutions 541 (1983) and 550 (1984) and the 1944 Chicago Convention on International Civil Aviation, stressing reliance on international law.

Pilipson also criticized the impact of sanctions on Russian-Cypriot relations and economic entities, attributing significant damage to mutual interests. He condemned pressures on Russian capital by non-friendly states, particularly from Brussels, Washington, and London.

Addressing issues faced by Russian citizens in Cyprus, Pilipson asserted that such policies violate established business principles and harm Western interests. He reaffirmed the protection of Russian citizens' rights and interests as a priority for Russian diplomacy.

Diplomatic sources highlighted the significance of Pilipson’s remarks, noting that they come from the head of the Russian Foreign Ministry's department covering Cyprus, Greece, the Balkans, and Turkey, with references to aspects of international law crucial for Cyprus and its diplomacy.
